Infants and toddlers are best served at home taught by their parents. These early years are the most crucial in a child's development. Parents should be offered all the opportunity to be the best parent for their child, this incudes parent programs to help these families. Child care for infants in the US is awful, nearly 3 out of 4 babies are in substandard care. Quality care is way too expensive, costing more than the mom usually is making. Instead, we should offer maternity leave benefits. Federal programs for this age group should be a mom/dad and me type programs to help families 'stay on track'. Confident caregivers at home will mean successful kids.
