Who enforces parenting time in Louisiana when one party is guilty of custodial interference?

Have a court order in Arizona that was inssued when the mother and minor child relocated to Louisiana. Father is visiting in Louisiana and there is a clause in the AZ ruling that states '; the Father is allowed overnight parenting time when he is in the city where his daughter resides.'; He has given the proper notice, mother has ackowledged request and denied it for no reason. Call local police and they say they cannot help. How do we call???Who enforces parenting time in Louisiana when one party is guilty of custodial interference?
The arizona authorities that issued the original order would be the best place to start since they started there.

The AZ court can issue a violation of order summons, calling the mother in violation of the order and you can proceed from there.

Also he can present the original order to the Louisiana authorities. They are obligated to enforce it. Unless Louisiana has a different law on the books.

Primarily I suggest he waste no time and obtain a lawyer and get a copy of the original order. that's the best advice. A lawyer can sort out any interstate variations in the law and help with any viable criminal complaints.
